Recreational Camp, RV Park Program

The Environmental Health Staff of the Holmes County Health District provide education and enforcement of public health laws and rules to protect the citizens of Holmes County, to promote safety, and to protect the water sources.

HOW TO OBTAIN A RECREATIONAL CAMP, RECREATIONAL VEHICLE PARK OR COMBINED PARK CAMP LICENSE

License applications are mailed to the owners/operators of recreational camps, recreational vehicle parks and combined park camps at the end of March of each year by the Division of Environmental Health Services. On or after the first day of April but before the first day of May, the owner/operator shall procure the license to operate the recreational camp, recreational vehicle park or combined park camp for the year from the Holmes County General Health District by submitting the license application and license fee.

A recreational camp can be simply defined as a tract of land on which five or more portable camping units and the camp amenities are placed. Although very similar in nature to a recreational camp, a recreational vehicle park is a tract of land on which five or more self-contained recreational vehicles and the camp amenities are placed. Therefore, a combined park-camp is a combination of both types.

A person who intends to open a new recreational vehicle park, recreation camp or combined park-camp shall apply for a license at any time after receiving written approval of the plans for the park or camp from the Ohio Department of Health under rule 3701-26-02 of the Administrative Code, but not less than thirty days prior to the date the person intends to open the park or camp for business.

To begin the plan review process, the owner/operator must first request a site evaluation be conducted by the Division of Environmental Health Services. Upon receipt of the site evaluation report, the owner/operator must submit an Application for Plan Review, all pertinent project-related information and plan review application fee to the Ohio Department of Health. An Application for Plan Review is available at the following link. Upon completion of the plan verification inspections by the Ohio Department of Health, the owner/operator can obtain a recreational camp, recreational vehicle park or combined park camp license application in person, by contacting the Division of Environmental Health Services or by printing a license application from this website. A license to operate the recreational camp, recreational vehicle park or combined park camp will be issued by the Division of Environmental Health Services upon receipt of a completed license application and license fee
